First off, I swore I wouldn't buy this game because ETW was way too buggy of a game to be released. When I saw it priced at however, I couldn't resist.
Gameplay:
Much much better than ETW. Still glitchy at times but they fixed it. (As they should have in ETW)
Graphics are better though the optimization is still not good enough.
Overall feel just makes the game feel better. Feels more immersive than ETW which felt like you were struggling against the software while struggling against your opponent.

They say you get a uniform editor.

Bottom line:
Don't buy any games published by SEGA or made by CA unless you get a hefty discount. You want to play it, not support greedy developers.
